Our Position

As a major health care organization, Planned Parenthood knows how bad tobacco is to the health of our patients and all Californians. Raising the tobacco tax will prevent thousands of teens from starting smoking and will help current smokers quit. As a provider of preventive and women’s health care to more than 800,000 Californians each year, Planned Parenthood sees first-hand the harmful effects of smoking on women and their families.


Increases cigarette tax by $2.00 per pack, with equivalent increase on other tobacco products and electronic cigarettes containing nicotine. Allocates revenues primarily to existing healthcare programs, including Medi-Cal; for tobacco use prevention/control programs, tobacco-related disease research and law enforcement, University of California physician training, dental disease prevention programs, and administration.
